For MPAS dycore with dry physics, these variables are now output by default. For SE dycore with dry physics, the `pmid` variable is now output by default. Other output logic remains unchanged.

As per the user's request in #1427, this PR moves the
pmid,pint, andpdelvariables to dry diagnostics for better model usability. Fixes #1427.Specifically, for MPAS dycore with dry physics, these variables are now output by default. For SE dycore with dry physics, the
pmidvariable is now output by default. Other output logic remains unchanged.CIME test results:
