Opening this PR so it can be in the queue for review. Full changelog TBD - in short I rearranged some parts in vertical_diffusion_tend to accommodate switching PBL schemes in CAM-SIMA between HB and UW.
Moved UW to atmos_phys.
Minor fixes to snapshot units.
