Fixes both expired and normal finalization for non-optimized (i.e. Liquid/Elements) CSV inputs, also resulting in simpler final code.
Extend the test to cover both redundant and normal finalization for v0 and v2 PSBTs.
Note that elements core cannot currently finalize the csv test cases.
