Add subcommand to upload params

Example:

$ ./target/debug/solana-verify write --program-id <programid> --git-url <url> --commit-hash <hash> -- --mount-path <path>
$ ./target/debug/solana-verify close --program-id omcpZynsRS1Py8TP28zeTemamQoRPpuqwdqV8WXnL4M

Note: --mount-path as well as feature arguments are only providable through -- --mount-path <x> --features <y>

Additional changes:

• tx confirmation for write and close now actually set to Confirmed

TODO:

• add support for -k keypair for write and close commands
• respect ctrl-c when taking user prompts
• add support for passing -y to verify-from-repo so it CLI writes transaction for you (also always write to the chain first so it fails early!)
