Add stub method _show_unannotated_paralogs_info_panel

Description

This PR would add stub method ComparaParalogs::_show_unannotated_paralogs_info_panel, for use in eg-web-plants PR 102.

Views affected

It should not have an appreciable effect on the Compara paralogue view, except in Plants, where it enables an info box in the paralogue view of genes for which some paralogies are unannotated.
