Added initial package based on cgit 1.1+27 (and git 2.15.1)
Compile tested: x64, Debian 9.1.0
Run tested: x64, QNAP TS-253PRO, QTS 4.3.3.0404, ran cgit with integrated web server (apache 2.4.25) w.o. any problems
