What
Bump all three Kuat packages to 0.13.1 with refreshed agent-docs bundles snapshotted from the latest upstream kuat-agent-docs commit.
Why
The 0.13.0 agent-docs bundles were snapshotted against 8031788, which predated the multi-entry rules architecture merge (#18). Published packages need to ship the updated upstream rules — including clearer upstream vs overlay ownership
in AGENTS.md and the revised LOADING-consumer.md entry.
