Related Issue: #13708

Summary

  • Adds the 5.0 copyright link, in alignment with the SDK
  • Updates our third party licensing file naming convention to THIRD-PARTY-NOTICES.md
  • Updates our third party licensing automation to reflect "Third-party notices"

@jcfranco Could you take a look at the following? 👀 Not sure if its needed to update the THIRD-PARTY-LICENSES.MD files, or if we should wait for release for the files to automatically generate/update with the scripts.
