fix(ci): preserve baseline inventory bootstrap evidence

Summary

• forward the caller scope to candidate Test inventory generation while retaining full immutable baseline inventory and shard replay scope
• retain and validate structured baseline inventory failure provenance, then publish bootstrap_baseline_red as a nonblocking warning only for the classified inventory-bootstrap state
• keep candidate plan, complete candidate shard evidence, and candidate terminal enforcement mandatory; leave all other baseline planning failures blocking and preserve normal differential behavior when a baseline plan exists
