The native Installer code is currently spread across 3 repos, and 3 diffrent build systems. This PR brings in the runtime native code into the installer repo.
By default Gradle will not attempt to build the native code, this makes it easy for anyone to just edit the Java as you would usually do. To build the native code create an empty
.buildNativesfile in the root of the repo.
