Make a cleaner ruff check

Currently on change of any folder ruff check runs on all, make it cleaner to run only on folder that changed.

Hey @NiveditJain,
I've made changes to the ruff-check.yml file to update the Ruff linting workflow. Since this is a GitHub Actions workflow, I'm not entirely sure what the best way to test it. Could you please confirm:

Should I create a pull request to main in order to test if the workflow triggers correctly?

Or is there another recommended way to test GitHub Actions from a feature branch

Hey @bhaveshAswani112, you can merge this pipelines on your folk's main to test and then send a PR from your folk's main and I see last few pipeline executions on your folk to validate before merging.

@bhaveshAswani112 I was checking your PR, looks good to me. One more thing, can we make it on all *.py files instead of just api-server and state-manager as we will be having a lot of such python projects here in.

Hey @NiveditJain, I've updated the workflow — it now checks only the changed Python files. Apologies for the extra commits; I got a bit confused since the pull request was opened from the main branch.

If everything looks good, we can proceed with the merge.

Just to note — in the last test, I explicitly added a Python file designed to fail Ruff checks to ensure the workflow behaves as expected.
