This PR is part of the work started in Flagsmith/flagsmith-task-processor#24. Since the end goal is to have common health checks, I've factored them out of the Core API repo with the intention to start serving them directly from the Task Processor's
runprocessormanagement command. I've also added testing,rufflinting in pre-commit, type checking, and fixed most of the typing annotations.The src layout establishment is part of preliminary work for consolidating all public custom dependencies we have in the
flagsmith-commonPython package.
