deps: multiple updates #15

This PR achieves the following:

Moves all top level dependencies to devDependencies since they are only needed in development environments
Upgrades forge/cli to latest major version. I have reviewed our usages as defined in the readme and can't see any relevant breaking changes.
Runs npm audit fix on both the root, and sub (flagsmith-jira-app) directories
