Adds a contributor guide and centralizes contribution/build/reference formatting instructions outside the main README.

- Added
CONTRIBUTING.mdwith commit message conventions and common contributor commands. - Removed the “Build” and “References” sections from
README.md(content effectively moved toCONTRIBUTING.md). - Added
