before world overview (basemap). As basemap database suppose to be distributed as application resource without regular updates, it may become obsolete. Another issue is that basemap database may prefer English names by default, despite local names in ordinary databases. For these reasons, it make sense to precedence labels fro ordinary database when they have the same priority (like citi name label).
