Whenever connect returns EINPROGRESS, the next time connect is called, it should return success.

Experiments show it's always supposed to be 1 bigger than the configured value.
Userspace doesn't expect us to update the header and in fact it break some applications if we do.
The other ops shouldn't be interruptable.
