Update directives to add code supporting MbedTLS latest version

Description

This PR updates the pre-processor directives to add the code supporting the latest version of MbedTLS only when the MbedTLS version being used is >=3.6.3. This PR is require for merging this PR in the FreeRTOS-ESP32 reference integration and this PR in esp-aws-iot repository.

Test Steps

All unit tests are passing post this change
