N: SIO Command $20 Rename File

Rename the file pointed to by a valid N: Devicespec to a new name. If the desired protocol does not support rename, an ERROR 146 will be returned.
The old filename and new filename are to be separated by a comma, for example:
N:TNFS://TMA-1/OLD.TXT,NEW.TXT
