Previously, only the hourly averages of level_2 (raw+tx) files was printed to file and used further in the processing.
Now that resampling looks at completeness, this filtering removes daily transmission within old files in the "raw" folder.
As a solution, we need to keep the level 2 data non-resampled (mix of 10min, daily and hourly transmission), run the l2tol3 processing on that data and only do the averaging at the end.
