0.18.0 - Rolling checkpointing

Mandatory client upgrade ❗ ❗ ❗

A decentralised checkpointing feature has been implemented to reduce impacts of 51% attacks on the network, this new rule will stop clients from performing reorgs that are greater than 15 blocks.
