Add refined product definition for GA S1 RTC Backscatter

Description

Add a product definition and product metadata type for Radiometric Terrain Corrected (RTC) Backscatter for Sentinel-1 generated from the COMPASS-ISCE3 pipeline. This is an experimental product that will be added and indexed into the dev ODC for now. This will allow our end users to try out the product before proceeding to continental processing over Australia and Antarctica.

How Has This Been Tested?

• Test locally

After starting a container for datacube-index and connecting it to a Postgis database, I ran the following commands:

datacube metadata add https://raw.githubusercontent.com/caitlinadams/dea-config/refs/heads/master/product_metadata/eo3_s1_ard.odc-type.yaml

datacube product add https://raw.githubusercontent.com/caitlinadams/dea-config/refs/heads/master/products/baseline_satellite_data/s1_gamma0/ga_s1_vertical_dual_pol.odc-product.yaml

export AWS_DEFAULT_REGION=ap-southeast-2

s3-to-dc --stac --no-sign-request s3://deant-data-public-dev/experimental_for_inland_water_team/s1_rtc_c1/t126_270382_iw3/2020/2/27/metadata_odc.json

And was able to successfully index the dataset.

Test Configuration:

• ODC version: Open Data Cube core, version 1.9.2
• Datacube-index image: opendatacube/datacube-index:0.4.0.dev14344399473
• Postgis image: postgis/postgis:16-3.4
