Major refactor of sar-pipeline code for better organising and future-proofing for additional pipelines

  • Merged in NCI changes from update/nci_refactor
  • renamed .env file and example
  • updated .gitignore / .dockerignore
  • Moved pyssearch env to separate folder
  • Moved docker file to separate folder
  • Changed file structure to consider isce_rtc
  • pipeline specific folders
  • Moved downloads and shared functions
  • Renamed and restructured tests

Thanks for your work on this! It all looks good to me -- I've checked that the nci filesystem tests are still passing, and I was able to process a scene after fixing the path to the default config file in the NCI CLI. All good to go!
