Change 40k max values to 20k after testing every map in the repo to find the max 'stable' value.

After testing every map in our current repo i foudn that some maps were unstable over 35k view distance (crashed on load). and a single map (MOUT training) creashed over 25k.
So changed the max settings to 20k to avoid stability issues. Vnailla was 12k and ACE origional maz was 10k for whatever reason.
