[15.0][ADD] stock_location_freeze, stock_barcode_putaway_rules, backport_stock_removal_least_packages

This is a collection of modules currently written for and being tested by a 15.0 customer.

• stock_location_freeze: Freeze a location in place, preventing further reservations, unreservations or stock movements
• stock_barcode_putaway_rules: Provide a button in the barcoding app on specific operation types to manually trigger putaway rule suggestions
• backport_stock_removal_least_packages: Backport of the "least packages" removal strategy from Odoo 17.0 to 15.0
