Is it possible to exchange data between two Android devices using Web NFC?

From my understanding, Web NFC allows for reading and writing NFC tags, but I'm curious if there is a way to directly exchange data between two Android devices. Any guidance or examples on how this might be achieved would be greatly appreciated.
