test: add maven profile for verifying with protobuf 4.x

To run the tests:

mvn -pl gcsio install -Pprotobuf4-test

Confirmed that this results in a successful build. We are no longer running into the failure described in #1265

Additionally, updating the versions in PR 1265 to protobuf 4.33 no longer results in the following error:
