The network interface naming test now randomly picks a zone from a list of supported zones for c3-metal instances. This helps distribute the load and avoid stockouts in a single default zone. The --networkinterfacenaming_metal_zone flag can still be used to force a specific zone. PiperOrigin-RevId: 854356830
