This change verifies the functionality of the Artifact Registry plugins (apt-transport-artifact-registry and dnf-plugin-artifact-registry). The test sets up a temporary repository configuration pointing to a testing repos which are authenticated AR repos and attempts to download a package to confirm the plugin is working correctly.
