What this PR does / why we need it:
Bumps golang build version 1.22.4 -> 1.23.3 for the sidecar mounter, csidriver and webhook. This is needed to correct failures in louhi pipeline that prevent image for tage 1.3.6 to be created. The bug tracking these louhi failures can be found here https://b.corp.google.com/issues/411218927.
