Update opentelemetry-collector dependencies to v0.119.0.

Updating opentelemetry-collector and opentelemetry-collector-contrib dependencies to version v0.119.0. Some changes to the code had to done to accommodate to the new version. Some details :

• The scraper package was moved from /receiver/scraper* files to /scraper/scraper* (see commit).
• The scraper package functions like NewScraper and NewScraperControllerReceiver were deprecated and had to be substituted with NewMetrics and NewMetricsController, respectively.
• Due to a known issue with the hostmetrics receiver (see Proposal: Manage error spam in the hostmetrics process scraper open-telemetry/opentelemetry-collector-contrib#34988), we have to update the path (see commit ) which generated error spam log and redirect them as debug logs.
