Drop support for the now unsupported python 3.9 and update test targets in the CI. We now declare that the minimum version of python needed is 3.10 and run tests against 3.10 -> 3.14. Also review our existing github actions and check for security issues. A handful of minor changes from this and add a new action to automate these checks going forward.
