When sustained decode pressure is detected on >=4K streams, request a temporary host bitrate drop via ABR (no Flush+IDR). Opt-in Soft recovery setting defaults on for webOS testing. Local branch only. Co-authored-by: Cursor <cursoragent@cursor.com>
