Add Ixian and QuIXI to IoT resources list

Adding two related open-source projects:

• Ixian (Frameworks) open-source P2P platform with DLT and hybrid post-quantum cryptography for serverless device-to-device communication. Similar positioning to IOTA already in this section.
• QuIXI (Middlewares) REST and MQTT gateway that bridges standard IoT protocols to the Ixian P2P network. No cloud infrastructure required. Fits alongside EMQX, NanoMQ, and similar MQTT-focused middleware.

Both are actively maintained and open-source.
