As a speedrunner, I would honestly prefer a separate enhancement for disabling first-time stuff like Lakitu. Lakitu skip is still required in speedruns even when intro skip is allowed. |

Reworked this into a separate setting. This point in code seems like a useful lifecycle point for future enhancements, so I went ahead and made an engine event for it instead of an inline CVar. |
