TASK
Improve the Dashboard overview cards’ missing-value and error states while allowing other Dashboard sections to continue loading if the overview endpoint fails.
Changes
Display Unavailable for missing overview-card values.
Preserve missing snapshot totals instead of converting them to zero.
Show a clear error message when the overview endpoint fails.
Continue displaying available fallback Dashboard data.
Known limitations
A zero-data API response was not manually tested.
The intended meaning of “Total Risks” still requires team confirmation because the existing fallback may use integration or ingestion data.
Impact
Frontend-only change to Dashboard.jsx. No backend, API contract, authentication, database, dependency, or environment-file changes.

Revert commit 4eb5666.
