Add the dotted circle character (◌, U+25CC DOTTED CIRCLE) before Arabic harakat entries in ar.txt.

This improves readability and makes standalone Arabic combining marks easier to understand.

Add dotted-circle markers before Arabic harakat entries to improve readability.
Reorders Arabic diacritics (Harakat) so the popup starts with more commonly used marks.
Adjusts the Arabic diacritics popup so the dotted circle appears before the mark, matching the expected RTL visual order.

Your original changes make sense, but you later also added some reordering of popups. I have doubts about this, because it changes what people are used to, so it may result in annoying typos due to muscle memory. Was this requested by users somewhere?

I understand the concern about muscle memory, and that is a fair point.
My reordering was not arbitrary, though. I arranged the popup to follow a more practical Arabic usage flow, starting from the marks that are used more often and moving toward the rarer ones.
Since this popup opens from the bottom, I also wanted the order to feel natural from a user’s perspective rather than random or purely technical.
The goal was not to change something familiar for the sake of change, but to make the diacritics easier to reach in the way Arabic users are most likely to use them. In that sense, I believe the new order is more ergonomic and more intuitive overall.
That said, I understand your concern about existing users, and if there is strong preference for consistency, I’m open to reconsidering it
