Allow the APT/RPM recovery signer to consume an exact retained payload from a completed failed receipt run.
The exception remains bound to attempt 1 and the exact repository, workflow, event, ref, source SHA, artifact ID, name, and digest. Cancelled and successful runs are rejected under recovery mode.
