This PR adds a small UX improvement for the Wine Manager by adding a link to open the release notes in github directly so the user doesn't have to go to the actual repo manually.

Use the following Checklist if you have changed something on the Backend or Frontend:

  • Tested the feature and it's working on a current and clean install.
  • Tested the main App features and they are still working on a current and clean install. (Login, Install, Play, Uninstall, Move games, etc.)
  • Created / Updated Tests (If necessary)
  • Created / Updated documentation (If necessary)

nitty-picky but since its release notes can we do wine.release_notes instead?

Hm, I'm not opposed to adding this, but I think 99% of people will either not read the release notes, or open them, not understand what they mean, and then leave again
