nvi2 2.2.2 (new formula)

Adds nvi2. It's a multibyte (Unicode capable) fork of the nvi already available.

Replacement PR for #284091 to split conflicts out from new formula.

I don't believe it's possible to build nvi2 on Linux in a straightforward way at present; see lichray/nvi2#84
