Resolves DPGDXFE-1009
When GitHub Action workflows fail, users often can't determine why as the CLI output is suppressed. This PR adds a
debuginput (andDEFAULT_DEBUGenv var) to all project actions that:--debugto the HubSpot CLI for verbose outputScreenshots
