If you are familiar with Blender I would recommend skipping Spoke completely. You can export as a GLB file and upload that; it's still done via the Spoke page, but you make a new project and use the file directly. To add things like nav meshes and spawn points you need the Hubs exporter Blender add on.

Regardless, the correct way to enforce unlit behaviour is the unlit extension, which is slightly fiddly to get working in Blender. KhronosGroup/glTF-Blender-Exporter#315 (comment)

You can't force clients to use a particular quality mode unless you have your own hubs cloud, but it shouldn't be necessary in this case anyway.
