Switching back to using published xoai libraries, deleting the jars supplied in local_lib.

What this PR does / why we need it:

Self-explanatory. Switched to the officially-released 5.3.0 xoai libraries on maven central. This should not have changed anything in the application functionally, since we were already building with most of what's included in the release, using the jar files supplied in local_lib.
