Add PlutusScript DijkstraEra

Description

This PR adds PlutusV4 to Dijkstra era PlutusScripts.

I think Dijkstra CDDL should get updated too - I left a few TODO's when I added the CDDL module, for when the Dijkstra PlutusScript is here - I guess the time has come!
