This PR specifies the changes necessary to update consensus to the Phalanx version (the anti-grinding update).
Phalanx changes are proposed in the PR https://github.com/cardano-foundation/CIPs/tree/master/CIP-0161
This is a sketch made to serve as a guide for a real future implementation, and has numerous TODOs.
Please follow the code rather than the verbal descriptions (which may have gotten out of date).
If anyone ends up reviewing it I will try to address the feedback - but I have moved on to other projects.
