since this only effects renovate dependency checking, and we can only really test once the config is on the main branch, I'm going to go ahead and merge this. |

Using apache's GitHub repos is not a good indicator when apache cuts a release for their software. Apache's GitHub repos often have tags before apache officially releases their software (e.g. #410), resulting in preemptive PRs from renovate before the release is available.
So instead of GitHub, lets just check apache.downloads.org for new releases
