Description
A new operator was made for ocean surface winds (OSW). It needs to work on the various models, so an osw test is added to the
hofx_nomodelyaml. It runs with theobs operatorWindSpeed10m(Met Office operator. a similar one will be made by JCSDA called `WindSpeed'). This data file is called by the ctest yaml.Dependencies
