Parse from XML String use local decimal separator. On system with "," the fractional seconds are lost.

For Labview Version >= 2012 can in "Format Time Stamp to XML dateTime string.vi" simple used
"Format Date/Time String" with format string: %.;%<%Y-%m-%dT%H:%M:%S%3u>T
But up to Labview 2011 %.; has no effect: http://forums.ni.com/t5/LabVIEW/Can-t-change-decimal-sign-in-timestamp-BUG/td-p/647729

Possible the case structure can replaced by a Conditional Disable structure, if a condition Labview Version >=2012 is possible.
