Make laptop specific packages optional

This pull request is directly related to issue #1116. It makes the bluez and bluez-utils packages optional and improves feedback for when a user wants to use these bar components with missing packages

New bluetooth component:

The label now explicitly states "Unavailable" instead of just saying "Off" and clicking on the element lets the user know the bluetooth service is missing

New power menu:

In case brightnessctl is missing, the slider gets replaced with a message saying it wasn't found on the machine

Can we add this in our style/scss/common/common.scss. I thought i had a generic dim style but I guess not:

Oops looks like my vscode config removed the semicolos and i didnt notice. I'm on it
