Dependency update for logrus from 1.9.3 to 1.9.4. Also removes two unused indirect dependencies (cpuguy83/go-md2man/v2 and russross/blackfriday/v2) that are no longer required.

Motivation and Context

Routine dependency maintenance to keep logrus current with latest patch release.

How Has This Been Tested

Verified with go mod tidy - no additional changes required. Dependency checksums validated in go.sum.
