Summary

use latest checkout and setup-python actions
replace deprecated set-output syntax with GITHUB_OUTPUT
bump cache action version

Testing

pre-commit run --files $(git status --short | awk '{print $2}' | tr '\n' ' ')
pytest -q (fails: Fatal Python error)
